Organisational
Structure
The set up of the
Organisation is depicted in the Chart. Each
of the three major Divisions is headed by a Division Chief and
supported by Section Heads and Scientists, Senior Research
Assistants and Laboratory Assistants. The Engineering cell,
Statistical and Computer unit, Extension and Training unit,
Information Resource Centre, Project Monitoring and Technical
Co-operation cell (PMTC) and Administrative and Finance wing
work as supporting organs. In addition to the main station,
there are regional substations at Kadaganchi (Gulbarga
district dry-arid), Melinakuruvalli (Shimoga district-high
rainfall) and B.R. Hills (Chamarajanagar district-rainfed) to
cater to the specific needs of the respective agro-climatic
zones and a germplasm unit at Ooty (Tamilnadu). Silkworm
breeding unit is located at Bidadi (Ramanagaram taluk of
Bangalore District).
MANAGEMENT
The
institute is an autonomous body whose administrative control
is vested with the
Governing Council with the Secretary, Commerce and
Industries, Government of Karnataka as Chairman. A Finance
Committee headed by Commissioner for Sericulture Development
and Director of Sericulture, Government of Karnataka looks
after the financial matters & budgetary provisions of the Institute. The Research Advisory Committee with the
Vice-Chancellor, University of Agricultural Sciences, Dharwad,
as its Chairman is assisted by Research Review Committee (RRC)
and Internal Research Appraisal Committee (IRAC) for
organising and monitoring the research programmes of the
Institute through periodical reviews. Overall responsibility
of the Institute, both technical and administrative is vested
with the Director who is the Member Convenor of the Governing
Council, Financial Comittee and the Research Advisory Committee.
Major share of the budgetary requirement is drawn from the
Govt. of Karnataka through Grant-in-aid towards salary and
maintenance, and the Price Stabilization Fund Authority (PSFA
of DOSK) for implementation of research projects mainly on
field problems. Additional project related assistance is also
received from various external agencies major among these
being Seri-2000 of the Swiss Development Co-operation (SDC),
and Department of Biotechnology (DBT) and Department of
Science and Technology (DST) of Govt. of India etc., A few
income generating activities are also taken up for additional
support. Donations are
also received.
RESEARCH:
Research
Programmes are drawn through periodical interaction with the
Department of Sericulture, Government of Karnataka (DOSK) and
other major end users. They are organised under the identified
thrust areas which are periodically reprioritised based on
requirement and urgency. The problems thus identified are
assigned to individual scientists who take up the projects and
sub-projects under the time bound programmes as Project Leaders
and Project Investigators respectively, the research
programmes are co-ordinated by the Project Monitoring & Technical Co-operation Cell (PMTC).
DEVELOPMENT:
The
findings thus generated at the three Divisions from the
research projects are taken up for front-line research,
on-farm research, field trials and demonstration trials either
through main station or through the sub-stations and related
units of DOSK. The recommendations thus emanated are released
as technologies for popularisation and/or are commercialised
for exploitation. They are also subjected for fine-tuning
through further research. Development related activities are
taken up mainly in co-ordination with the Department of
Sericulture, Govt. of Karnataka, while related activities taken
up by the Extension and Training Wing.
EXTENSION,
PUBLICITY AND POPULARISATION
Further dissemination of technologies is taken up
through the implementation of comprehensive extension
activities covering the village and farmer adoptions. With
contemplated intensification of these activities, a special
programme “Mobile Publicity Campaign and Sales Counter” in
the form of “Reshme Vahini” has been launched recently.
A
large number of extension literature in Kannada and English
covering the Institute developed technologies on various
aspects of sericulture have been brought out. In addition, a
quarterly newsletter “Reshme Darpana” has also been started
since recently covering major and season based forecasting for
benefit of sericulturists and related end users. Scientists
regularly participate in workshops, field days, seminars etc.,
arranged by the Department of Sericulture (DOSK) addressing
different sectors of the industry.
TRAINING:
Human
Resource Development is taken up by organising need based
training programmes covering the staff of the Department of
Sericulture and students at various levels of the Colleges and
Universities. The scientists also serve as resource persons
and examiners for the Training schools, Institutions, Colleges
and Universities. The Institute also has Ph.D programme with
its scientists as guides and examiners.
